Returns whether the first and last labels should be shifted inward (end-aligned and start-aligned, respectively) rather than centered. This anchors the outermost labels to the plot-area edges, preventing clipping without shrinking the plot area. If true, getFirstLabelValue and getLastLabelValue are ignored.
